Cuban President Miguel Díaz-Canel announced a significant decision on Tuesday: the Cuban government has decided to “unilaterally and sovereignly” grant freedom to 553 people who had been punished for various crimes.

This measure is part of a context of dialogue and collaboration with the Vatican, highlighting the fluid relationship that exists between both parties.

Díaz-Canel communicated this decision to Pope Francis, in line with the spirit of the 2025 Ordinary Jubilee, an event that seeks to foster reconciliation and peace.

The text reads: “As is customary in our legal system, we have made the unilateral and sovereign decision to grant freedom to 553 individuals who were punished for various crimes.”

The Cuban Ministry of Foreign Affairs (Minrex) stressed that the government has maintained constant contact with the Vatican and has informed the Supreme Pontiff about the processes of reviewing sentences and releases in the country.

In its statement, the Ministry of Justice emphasized that this practice of granting prison benefits is common in the Cuban judicial system and forms part of the humanitarian trajectory of the Revolution. Since 2023, more than 10,000 people have been released under different benefits established by law.

The letter that Díaz-Canel addressed to Pope Francis, in which he communicated the decision to release the 553 people, underlines the intention of the Cuban government to act within the legal and humanitarian framework that characterizes its penal system.

The releases will be carried out in a gradual manner, ensuring careful analysis according to the relevant legal modalities.

The Cuban government reaffirmed its commitment to a respectful and constructive relationship with the Vatican, which facilitates humanitarian decisions such as the one just announced.

It was also stressed that these actions are in line with the country’s obligations regarding internal order and public security.

This announcement represents an important step in Cuban prison policy and reflects an approach towards the rehabilitation and social reintegration of those punished, in a context where diplomatic and humanitarian relations play a crucial role.
